Get more hitching posts and oxes. Many things in this game relies on wood in some form - be it logs or planks. Planks are not created if the Sawpit does not have logs. Logs are transported by oxes to the sawpit one log at a time (the next patch will make it possible for the Sawpit to store more than 1 log at a time - this will help a lot here). But most other things in your city depends on logs and planks. Whenever you build something, logs or planks are needed, a lot of your production chains (with artisans at least) require logs or planks etc. So... if you only have 1-2 oxes: they need to do all the work. You can have 20 idle families waiting to build an entire city - but if you only have 1-2 oxes, it will be a very slow build. So buy more hitching posts and upgrade them to small stables (looking forward to the "large stables" i hope we will get one day). Prioritize this building/upgrade over anything else. After that - buy more oxes. Unless you have a livestock trading post, you can only buy 1 more ox a month. Get more oxes until your workflow seems to work out just fine.
After building a lot, trading a lot, getting more workers/hunters etc., remember to "wait" a bit and let your town do its things without interfeering. This will help your town reach a new equilibrium, and you can better see what problems and opportunities now await you.
I've found saving and reloading generally fixes it, as if a script or something has gotten stuck... My entire Trading Post stopped trading due to this until saving and reloading, suddenly I had almost a dozen carriages leaving which had been sitting out front...
Yeah, always keep some families unassigned for building. Or juggle them
