Save file

Hello, i want to edit a .sav file (save file) because during my gameplay i have had a bug with commerce (i was importing armament to my town and then i was receiveing positive money and that resources too, instead of what would be normal: less money and that resources) so i would like to change the save file values to restore it into a realistic way.
I use SPSS IBM for reading .sav file but only reads those kind of characters throughout the entire file (example):

Is that because is encrypted or something like that? I need to enter that .sav file.
