It sounds to me you simply didn't build the plots big enough. The plot needs to be wider to allow living room extension. The length only ads the backyard extension.

Thank you sir, this was the case! I had always dragged to create multiple plots in the past and I was never granted the option of two houses per space but when doing single plots I was able to. Thank you.
i permanently built a single + option house, in a straight line, same sizes for each house
You aren't building your houses "wide enough" to allow this, drag out your plot then use the - button to shrink the number of plots eventually you will see 2 houses on the plot. I.e. drag out an 8 plot , hit - twice and you can have 6 double houses , backyard extentions have NOTHING to do with population.
The 1+1 plots actually take up a bit less room than two one house plots. If you use the + and - buttons before you click the build button when building housing you can often get three 1+1 in the same space as four 1 plots, thus 6 housing units instead of 4.
would be interesting to know if the "double" function countes for the level 3 upgrade aswell, so 4 families? per house, that would be crazy

Expansion — one extra family living.
The plot size basically works in 2 directions. Towards the back decides whether or not you can add an upgrade. How large the upgrade area decides how good the vegetable garden or orchard is (no effect on the others). So in theory a single expanded house is better than 2 individual hosues because it's cheaper to get the vegetable garden or orchard for the same output. On the flip side you lose specialisation as upgrading it to an artisan means you get 2 artisans and lose 2 families that are free to assign to something as opposed to only 1 family being switched over if you had more plots. Also you can have more goats and chicken if you have more plots without expansions thus increasing that yield.
And the other direction as noted earlier is sideways. So long as it's large enough sideways it can accommodate an expansion that adds +1 family. Once you upgrade to a level 3 plot the bonus is cumulative, so you get 4 families living there instead of 2.
Do note that when you are building many plots at once, you have a + and a - symbol to the right of the build mallet. Those increase or decrease how many plots are in the drawn area. So if you draw out an area but do not get any plots that can be expanded, press the - button until you do. Do note that it's a bit funky so sometimes the expansion might come at the cost of being allowed for an upgrade at the back. I suspect the expansion requires a certain width and length and then everything on top can be an upgrade.
Fun side fact, not sure if you all noticed, but a burgage plot counts for all levels under it. So a level 2 burgage plot counts as both level 1 and level 2, while a level 3 plot also counts for level 1 and level 2 for the purposes of development point upgrades.
So if your town only has 10 houses all at level 3, it's still considered that you have 10 level 1, 10 level 2 and 10 level 3 houses. There is no downside to upgrading other than the risk of not being able to meet the higher needs (which is only really the ale)
