Trade Rule set to "No Trade"...

Can someone help me with this? Am I cooked and missing something here? I have several workers assigned to the building, resources and I've paid for the trade route, but it's still greyed out saying I can't trade.
I just want to sell my excess resources because there doesn't appear to be a way to get regional wealth early in the game any other way.
Everything I look up says "Go to the trade tab and change the setting".. This is ridiculously confusing.

left side of the line is the drop down menu. Change the no trade to import or export to open the trade.

open the trade house, each individual resource has its own trade rule. To the left, very first drop down in greyed out with No Trade, you can switch it to Import, Export or Trade. took me a while to find it too

For desired surplus, if I have 155 berries and set it to 100, will that sell everything over 100 or will it sell 100?

It will sell everything over 100 each time it will get over 100

when you click on either the trade post or the livestock trading post, click trade. next to the resource you want to trade it will say no trade, click that and set it to import, export or both
