Maybe it's bugged.
I started importing planks and am now starting to see a trickle of new spears, so it looks like this issue might be linked to the saw pit bug that other people are reporting.

I suspect this is another manifestation of the 'Task Scheduling Bug', the problem being that because artisans are locked to their workshops the classic trick of sacking them all and replacing them with new families it's possible, So, you can;t kick the Task Scheduler up the arse to get it work.
The best you can do is keep Pausing and Unpausing the the Workshop in the hope that this wakes the Task Scheduler up and gets it to assign tasks to the Blacksmiths family.
I'm really hoping that once the Devs have finished playing toy soldiers and messing with their food they will actually employ someone who knows howto programme an AI Task Scheduler and sort this mess out.
