bakers wont bake
I have 270 flour and four bakeries directly next to my windmill and the people are starving instead of baking. Any ideas on why?

Did you assign Families to the bakeries and to the farm houses?

i have 21 families assigned to 7 different bakeries in total

I assume you have families working the bakeries? Where is the flour? In the Mill or in a Granary? Do you have people working the Granary? Do you have Oxen or Horses in your Stables? Do you have people working the Stables? The majority of cases this is a logistics issue, buy more oxen and work the stables.

The bread need to reach the market to be sold to the people. You probably need to upgrade your supply lines (better storages + more people on bakeries etc...) so that they create more stalls into the market and see the bread. People will go to the market to buy the bread. Not the storage or the bakery. I've learn this my self while I was trying to solve issues with the firewood. Also, try to build houses not to far from the market. Or try to have multiple small market instead of 1 big at the town center.

my bakers arent even making the bread. The flour level is staying stagnant or only decreasing by a tiny amount like 1 or 2 per 3-4 mins

there is abut 900 free spaces in my garnaries

Sounds weird, my town is almost surviving only on bread, eggs and berries.

Hey big dog I had the same problem but figured it out.

The bakers won't pick up the flour from the mill. Only from the granary. Then they'll take it from the granary to the ovens.

Doesn't matter that the whole town is dying of hunger. They won't touch it in the mill. Got to be in the granary. So put the ovens right next to the granary, and put the granary right next to the mill. And the mill right next to the farmsteads.

Guaranteed OP doesn't have the logistics worked out here. Need to have people working those granaries.
