Report a translation problem
The basic ones (chickens, vegies, goats and orchard after unlocking) you just need money (regional, not from treasury). The advanced ones are available from citizen lvl2+ and also cost money (the one making bows costs planks only if I remember correctly).
Well, that's kinda tricky. If you have a low quantity of the food variety then plots further away from the market wouldn't enjoy it.

But even kinda of works wired or just buggy.
I just upgraded houses that are close to my market.
I also have something similar, level 1 houses beside each other.
- Meets all the requirements for the next upgrade but no option to upgrade.
- And right in the middle of the town, everything around it is level 2.
- They are very small plots with no back buildings.
- Buildings next to them on all sides had no issues upgrading.
I may have to demolish them if they will not upgrade, and just build 1 larger plot?
I believe you meant you met the requirements for living requirements. But have you hovered the mouse above the upgraded bottom to see if you have gold and building materials?
Try saving your game and getting clear out and restart the game. That fixes quite a few different things ive noticed.
