I had the same problem, bought a new ox from hitching post and it was stuck in "following" status. To fix it, you have to put the game at max speed until it gets "unstuck". It's dumb, but that is what worked for me.
Thank You for the Tip. I had the exact same issue. It helped me get my ox almost immediately after I hitting the 3x speed. It came running from somewhere.
I am not exactly sure, how the ox/horse handling works, but I guess as the stable can house 2 animals, and also 2 workers can work there, so it probably means, you can assign the worker for the animals at the stable, so this worker will ride/escort the animal even when you assign the animal to a workplace. (so not the workers assigned to the workplace will use the animals)
But be sure to have unnassigned ox for the building job, similarly how you need at least one free family for building.
I hope it is understandable. :D
Note, if you do NOT have a free family sitting around, then your Ox will tend to follow around whoever was using it/interacted with it last until they get some free time to drag it to a hitching post... Or, a family assigned to a hitching post...
