Are you talking about the adversary AI? The AI that you're fighting for territory over doesn't build anything in the territories they claim since the gameplay reason (currently) is that they are off the map and don't really do anything except influence borders and provide a gameplay challenge for the player.

yeah ai lord well its EA welcome to EA its procedurally generated so I don't think the AI is up for task of building yet...

The map itself isn't procedurally generated, there's only one map available so far.
