Had done all that, everything ready to go before the sheep were bought. It's a bug
1. Created Sheep Farm
2. Created Live stock trader and had them buy 4 sheep
3. Upgrade a field to have fences so it can be used as a pasture (I didn't realize upgrade was needed initially)
Result:
Sheep went to sheep farm pasture (max 5). They stayed there and never went to sheep pasture or fallow field pasture.
Next Steps:
1. Demolished sheep farm. Sheep went to sheep pasture.
2. Rebuilt sheep farm.
3. Deleted sheep pasture. Sheep went to fallow field pasture.
4. Rebuilt sheep pasture. Sheep stayed in fallow field.
5. Crop rotation occurred. Sheep went back to sheep pasture (not the next fallow field).
6. Deleted sheep pasture. Sheep went to fallow field.
7. Rebuilt sheep pasture. Sheep stayed in fallow field.
Building a sheep pasture takes 0 resources and 0 time, so the above is easy enough to repeat. I haven't tried to see what happens if there is no sheep pasture when crop rotation occurs. I was too afraid that they would go back to sheep farm, which does take time/resources to build.
P.S. In the few months the sheep were in the fallow field, its fertility didn't go any higher than just being fallow. Granted it was only a few months and 4 sheep, but still I was hoping to see a slight change.
The player's inability to control any aspect of livestock behaviour is a glaring design flaw that needs urgent attention. Are you listening, devs?
