Destroyed Village

I had a new town in an adjacent area of my main town. However, I lost control of the region by war and they destroyed everything. Then I regained control over that lost area but now, as I said, everything is destroyed and I can't put a settlers camp there and I have no families to rebuild the town, since they all left due to the destruction.
