Totally OP right now, but I hope to see combat expanded in the future. The baron seems to have no problem fielding large armies, why should we be any different. Would be cool to see the baron attacking from each region late game when you have massive towns.
I guess this way to have 13 units is more a glitch than a real feature, and the dev will change that in the future.
You stated in your post that he only had 6 militia. As others have said, that is the max. You need to create 6 different units BEFORE you build a manor and then you can do the same thing.
To be able to get the maximum amount of units, you need to recruit 6 militia BEFORE building a manor.
Your first manor gives you one additional retinue of up to 24 soldiers (if you build a garrison tower, too).
You conquer your first other territory, then build a small village and an additional manor there. Also another garrison tower. This gives you your second retinue.
You can repeat that until the baron only has 1 territory left. At which point you can have 8 retinues and 6 militia. Which would be 14 units of fighting forces.
Then, if the game will still let you, you might be able to recruit additional mercenary companies. Which is how you get above 15+ units.
A little tip: Invest in at least 2 archer companies. Archers are the only effective counter to other archers at the moment. Enemy archers simply run from anybody else and cannot be caught up with. Until we have cavalry, archers are best against archers. Unless you somehow catch them with infantry, which I haven't managed yet.
If he has double the amount, that is a game breaking bug and warrants a restart.
