I had the same problem, my build also got stuck in the middle of the reconstruction.....
It is very important to have free workers, release them from some other job position, for example a shop or a farm.
Another important thing is to have an available ox. This is really important and it's quite confusing if you just click on "SMALL STABLE" and there you see a picture of a horse and an ox, you have to click on the "LIVESTOCK" tab, if you don't have the ox there, it's possible that it died or ran away. If you have horses everywhere, you won't be able to build.
If an ox is not available, you will not be able to haul wooden logs from the forest.....

Same, I have 1 family available, and all materials. No one is building for me either. There is also a group of about 20 people just standing in a corner doing nothing.
1) bought an ox before upgrading, so I got the "it will run away" warning, built stables and hithing posts, the sign never went away
2) bought a second ox, it showed 2 ox at my stable and 1 ox at the hitching post which would mean 3 ox but I had only 2. Kinda irritating
If its bugged try reloading, if it doesnt help start a new game
Check the build plot that is waiting, look for any materials it is waiting for.
- Normally it is more timber. at level 1 and 2. (takes 2 or 3 deliveries of timber)
- Planks may also be needed.
Make sure there are families to build the structure. And that you do not have many elements set for upgrades or construction. If so, then pause the others or lower the priority.
If the Oxen are not being used, then assign a worker to the hitching post to guide, that worker will stay with the oxen and you do not have to wait for someone to walk across the map to "go get an oxen".
Note:
Assigning an oxen to the logging camp only gets timber from the woods, does not deliver.
Same for the saw pit, only gets timber for the saw pit.
- I normally set up a hitching post near the logging camp to do deliveries, and have it staffed. Most times 2 Oxen and staff as the timber is used to build everything.
Check how many oxen you have and then check your Logging Camps, Sawmills and Farms to see how many have been assigned to them. If they have all been assigned then either cancel an assignment or buy a new ox.,
I have a town of around 90 families, with over 15 Ox's (and more hitching posts). When building (with over 10 families free) I am finding many of the Ox's are just tied to their hitching posts doing nothing. I have 3 logging camps all with Ox's assigned. But most of the balance of Ox's do nothing. It might be I have misunderstood the mechanic, should the Ox's help with moving log's if they are not doing anything else ?. I also tried to assign families to some of the suspect hitching posts to see if that made any difference - and it did not.
I also see the issue sometimes when an Ox that is assigned to a logging camp and is noted as 'waiting' and will do nothing. I have found by removing and adding livestock it sometimes gets it (the Ox) to start working, but after a while it goes back to waiting again.
Very frustrating - but I guess I have to be patient considering the release status.

Similarly a ox assigned to a sawmill is tasked with collecting a log and draging it to the sawmill and will remain idle unless the sawmill is working and in need of a log.
Oxen assigned to farms will remain idle until the ploughing cycle in October and will only begin work once a field has been harvested. Although oddly I have seen oxen accompany farmers in gathering the harvest, but I'm not sure they added any benefit to the process.
To be available for construction an ox must be 'unassigned' and at least one building must need a log delivered for a construction worker to collect an ox. If the buildings already have a full compliment of logs or if there are no spare construction workers to guide the ox it will remain idle.
