Mine live in the first tent camp (I did upgrade it for them)
So yes, something is off about the housing situation, but its early access for a reason.
I've seen people recommend to save and restart the game and wait a month of in-game time. In my case, the counter went from -5 to -2. lol.
After you have enough homes built, the workers camp will disassemble.
The initial workers just need a location to move into. There's also audio clues from them saying, "tomorrow I get a house", or something similar.
- I didn't see any bug with it staying, just need enough housing for them.
Ps: Don't upgrade the work camp, it's a negative for approval. The upgrade is designed for placing a work camp on New territory then upgrading it.
