Your Retinue gets powered up with plate armor, that is what they will take.
Your Militia will take Mail Armour at Tier 3.
Level 3 houses also house twice as many people while only eating 33% more food as level 2 houses.
Basically, once you can afford one level 3 house, you want to go all in on them.
Since its amazing for resource efficiency, population density, and militia quality.
Like I had three militias and everyman was able to get a helmet but only a few could get gambesons or mail.
It would be nice to get confirmation on whether or not house level impacts the distribution of armor among your troops or if it's a bug.
Has that been confirmed by the devs? Is there anywhere that can be read for confirmation?
