From what I experienced so far, they move automatically when the field is empty and go back when the plowing starts. Check that you have workers for the sheep farm.

Yeah I haven't been able to get them to move on there own, I had to delete my original pasture to get them to move.

Does anyone perchance know how many development points you get fore a large town??

Same problem. Deleting the dedicated sheep pasture didn't work for me. Sheep just stood around and got the message that there wasn't any pasture area, even though I have three different farm fields on fallow with fences

So I still have to build a pasture, they won't just move from one fallow field to another?

Build new pasture.

Delete old pasture.

For me it worked like this:

The initial situation was having a Pasture with Sheep + Empty Field (Fallow) with Pasture Space --> Sheeps not moving (why should they anyway?)

I deleted original Pasture --> Sheeps standing around and not moving to the Fallow Field with Pasture Space --> Turn from Fallow to any kind of crop and back to Fallow --> Pasture changes from 0 to the number of your strays --> animals moving

Yup, confirming that what @netterhobbit said works fine. Delete old pasture and if they dont move just toggle fallow on/off (switch to any crop type and back to fallow) and they will move.

This. it will take time, but the sheep will move eventually.

I just wanted my sheep from the old deleted pasture to a new one, but they werent moving.
I just went to the trader, added more sheep and suddenly they all started moving to the new location. Just reduce the number to the one before and done.

i had similar issues until my herd grew to the pasture max cap and then they seemed to sort themselves out

you get a total of 6 development points, one for each level of village and one for each level of town.
Your sheep will fill all available pastures as the size of the herd grows.
If you have the sheep upgrade, which lets sheep passively increase in number on the fields, you will be swamped with sheep in no time.
I have hundreds of the buggers and can't get rid of them, because they don't trade out very well.

What seemed to work for me is I set the number of surplus higher than the space available in the trading post. Then the animals started moving to my pasture.

You currently have a maximum of six Development Points available.
  1. Small Village.
  2. Medium Village.
  3. Large Village.
  4. Small Town.
  5. Medium Town.
  6. Large Town.

It's usually best to plan how, where and when you spend these points quite early in the game to make sure you don't waste them.

I just tested every option and basically I had a pasture of sheep, which once my fields were fenced in I then deleted the pasture and they immediately flocked to the fields.
