Hunters have a default limit set though, so unless you changed that, it shouldn't go down too much.
Game regenerate in spring, summer, and autumn. I'm not certain about winter but I doubt it. It's also hard to see if the development of trapping does anything or if it's bugged.
I suggest you form an industry where you produce something of value, like weapons, and export those weapons. If you develop Trade Logistics and Better Deals you can then import whatever food you need. I'm attempting that in this run.
