You need a level 2 burgage to make clothing. But you need clothing to make a level 2 burgage.

The lowest level of clothing, or better, material sold at a clothing stall, is leather. So you just need hides and a tannery, and a clothing stall with leather will appear in your market area and satisfy the basic clothing need.

Leather counts for clothing. So get a hunting camp and Tannery and you will qualify to upgrade the burgage plots
