ox are for log transport and for the plow work.
horses are only for the trading post, to deliver more and faster your goods to the blue marker out of the map. If you use a trading route you don´t need horses, cause all trading is to a wandering merchant. No need to deliver your goods by yourself.
the mule is only for upgrading the transport between your regions
1- Make sure you have a road connected to the King's road.
2- Make sure your Hitch point ( or stable ) is connected to a road as well.
3- Click on that stable where you ordered that ox ( or horse ), then click livestock, if you have an icon with the name & icon of the horse inside ( the one you ordered ), click on it and it will show you where it immediatly.
4- Once you've found your horse, see it if it is bugged. If yes, save then reload. If that doesn't help, "move" your stable someone else and re-attach to a road again.
5- Also, try to make "more" roads to comes inside your village. If you only have 1 road that everybody uses, there could be a "glitch" conflict with other NPC that uses the same road.
6- Try to make roads " on top" of your horse if it still doesn't move. ( at the place it is bugged ).
I had that issue in the past, but after applying my tricks above, zero issue.

it doesnt matter which post stable u click, they just pick the one they like most (usually the one closer and not occupied or in construction)
all u need to do is just ignore it, click livestock menu and assign them to the trader, they will find that damn horse by themself
better to use the livestock trader and trade for them directly bc the 'ordering' via other buildings function seems bugged atm
