How do I change the new settlement option from town to mining village?

I have taken over two plots with rich resources and have enough treasury wealth to set up. It offers other options on the settlement type but apart from Town the others are all shaded out. Any advice would be great.

This option is currently not available in the game, so the advice would be to wait until the patch that adds it.

The game is only 33% finished. It has just started Early Access and the dev is currently working on more bug fixes to the current base game. More features will be added over the course of the Early Access. Be patient as this game will be in EA for 12+ more months till the game is finished and fully released.
