It just requires a bit of mental co-ordination from the player.
1. Set the Trading Post in the source Region to Export and set the minimum they are to keep.
2. Go to the destination Region and set the same item to Import and state how much.
The game seems to recognise that there is a demand in the destination region which can be met from the source region and transports goods from A to B. The advantage being that whilst the Exporting Region doesn't get the full value of the exported items, the destination region only pays the export price for the imported goods.
It works best with mundane goods that don't require a Trade Route. I've used to to send food from my farming region to my mining region and to transfer building materials like roof tiles.
Of course if you deliberately, or accidentally, cancel the Export or Import status on a transfer item then it cancels the deal and you end up paying full price if you are not careful.

Check box is for 'Allow Foreign Trade" Just un-check it. (white square with check)
But as stated above it is possible to do even without the patch using the PartyElite method.
This does not work whatsoever. I've got traders doing nothing with no goods being moved between regions. Only the pack stations semi work, and even that is a complete headache
In the first year, it seems that some goods got collected and transported, but the import region just never got these goods in stock. I just wanted to import resources for beer production, i even deactivated the tavern just to see if the beer stock rose, but nothing happens for years... With the import of these resources from the market, it works.
It was working fine before the Global/Region flag was added. Now i must admit nothing is moving between regions in my game and I've had to revert back to using Pack Depots. Which is a bit a shame as it was working fine before it became official,
Previously major trades were locked until you bought the trade route and now they are unlocked but wont function until you buy the route.
So if say you set shoes to export then the trading post workers will go and get shoes and pile them up in the trading post but they wont start exporting them until you buy the trade route. Minor trades can still be imported and exported without buying a trade route.
I haven't checked yet as I've just started my second region but I think you can also move major trades between your regions without buying a trade route by unchecking the little box next to the item's name.
