edit: after playing around a bit more, I was able to recreate the issue with a Joiner shop. What I noticed was a Tier 2 Joiner Shop will only hold 45 planks in its generic reserve but you can manual place the construction reserve higher than that. Somehow they managed to squeeze 46 planks into the shops generic reserve because I had the construction reserve set to 100 (don't know why this happened) and that caused the workers to stop working and just sit there and wait. When I upgraded the Joiner to Tier 3, it increased the generic storage size to 225 and this caused the workers to start working again. That doesn't really help with the Blacksmith's shop though since you cant adjust the construction reserve so......
Have you tried setting the storehouse work area so it only covers the armor shop?
