How much Content is there?
Are you finding that there is enough content at the moment to recommend the game?

3 game modes that are about 40% fleshed out along with a ton of custom game settings you can change to tailor your experience to whatever you want. It's very polished for an early access and is very much playable.

I would advise signing up for the Experimental Beta Patch, as it resolves a good number of bugs and made leaps and bounds in game balance.

It has reasonable replayability and the option for endless play.

The content is reccommendable. The dev is commendable. The bugs are mendable. If you play sandbox, you don't have to worry about the game being endable. In short, this game is perfect if all you want to do is dable. If you are able. No ble!

Those with well over 100 hours of play time might disagree. Would love to see anyone beat any of the scenarios on challenging difficulty in 10 hours.

Personally for me, there isn't really enough content yet to warrant investing much time into playing. Too many features, balancing and systems still missing atm.
I usually seek a lot more complexity and options in my city builder games.
And too much is still about to change the game's meta drastically with coming patches until full release.
Right now, it's more of an extensive demo and perhaps half of what the game should and eventually will be imho.

But for some people, following the development or getting involved in the process of such a promising game is enough fascinating content in and of itself.

played for a few hours. Looks gorgeous and superb building mechanics....but it gets old fast. Definitely content lite at this stage. If you don't mind being a beta tester for a promising game then it's worth a buy.

Very well stated. I guess the big question is, "Do you enjoy being a part of Early Access and do you enjoy helping shape the game?". I find it fun regardless and have played every game mode. For the 170 hours I've already put into it, even if I never played it again, I've gotten my monies worth. I mean, I've already played it more than Starfield.

Depending how fast of a learner you are, how much you restart, and what difficulty you want to tackle, it's anywhere between 15 hours (if you rush and/or use guides) to 35 hours (if you take your time discovering things on your own, and fully engage with the regional development mechanics) before you effectively run out of things to do or discover. The tech tree and production chains are clearly not even half-finished, and major progression systems are missing too. The game does succesfully extend itself by it's unique focus on regional development, making sure that instead of simply building a single town, you'll heavily compelled to build 2-3 regions each from the ground up, just to make use of the specialized local resources and the development system encouraging localized specialization.

With that all said: there is more stuff either missing, or clearly in a prototype or proof-of-concept stage, than there is fully implemented. It's an early stage early access game and getting into it now is more about testing things and watching the game slowly come together, if you want a fleshed out title, this isn't it yet.
