Plate armor is only for Retinues.
About the Militia, they will equip armors and weapons automatically, as soon as the equipment is available in a storage. The type of armor and weapon that they will equip is tied to the house level of you peasants.
A citizen who live in a high level house will get access to better equipment.
If you want to check requirements for the equipment... open the window of a burgage plot and you will be able to see which equipment is currently available to the citizen inside the house and at which level you will unlock better equip.
About the retinue, you need to tax citizen to accumulate treasury gold and then spend it to upgrade the armor of your retinue (you can do it from the retinue page).
