These types of games, it's not the GPU that's the long-term limiting factor re: large populations, it's the CPU, especially single-core performance. A lot of modern citybuilders have issues with high populations (Banished even had this, for the year/hardware at the time it was released, for example).

That said, the OP's rig should be able to get more than 1000 population without major lag starting, assuming not native 4k resolution (eg, at least using DLSS w/4k). I've been at 1400-1500 with a 9900k/2080ti without any drops. Although I would bet almost anyone, on any rig, going past 3k-4k or so population, would tell you performance at that point is pretty "terrible" outside of maybe 1x playspeed.

Things you can try:
----turn off autosave if it's causing stutter every time it goes off at this point
----turn down game speed/don't play at 12x
----if your system ram is OC to reach its stated/high speed, turn that off in the motherboard BIOS, you can always turn it back on if it doesn't help.

No idea why it's happening on that rig at 1000 tho.

we the user can only try : well buy better Top shelves systems. but because he said he already have top shelves system then there is nothing we can do, yes we can tweak here and there but why would you buying top shelves if need tweak here and there right.

sooo... it matter of engine or the game itself which we cant do anything
like skyline 2, after 60k the game will not smooth as the first 20k population

He is not the first, there are people who made 5k citizen cities. But yes, the game is not yet made to support big cities.

He said 1000 FAMILIES, not population. Either way, I'm willing to bet that he is playing on 4k and probably has his CPU at stock speed (3.2ghz). It can easily be overclocked to over 4ghz if he has a watercooler/AIO Rad.
