Trading posts can be used to trade just between your own regions as they would normally, but at only the base price, by unticking the allow foreign trade box...
This does not require you to have purchased the trade route, but it does involve Regional Wealth at either end... In other words, one region sells to another at the minimum cost (receiving the wealth, and the buyer spending it), but you don't have to actually have purchased a trade route in either region for it to work this way...

Basically, but you only need one Pack Station to "barter"... Each Pack Station will send and receive different shipments...
So you can have more than one, and be "bartering" different goods...
What you explain here is basically covered by a single Pack Station... And sorta looks like :
city A
sends X (to B)
receives Z (from B)
You are completely right. I just checked it right now and realized that we can do the trade for X/Z items from one region to another, managed from only one pack station in one of the two regions. Thanks a lot, I ended up learning from you here.
So.... sorry, but what exactly was it you wanted to know in your question that you didn't already answer (to me)? lol

I have done it a few times and here is my experience.
You only need one pack station in one of your regions to set up the exchange/trade (the game calls it bartering). It is at this station where you select the region to barter (exchange/trade) goods. You select to goods to come from the region with the station to go out and the goods from the other region to come back. The other region needs to give goods back, it cannot be a one way gift.
The pack station does not give you the amounts going in each direction just the goods one is bartering/trading/exchanging. What i do is find the trader and follow him till he gets to the granary or warehouse and see the amount change in the region's amount to see how much is being exchanged.
The trade can hand deliver the goods, but it is best to get a mule to do the heavy lifting.
There are times when the return region will not supply goods even though one sends goods. Not sure if this is a bug on or not, but have found a few times the trader comes back empty handed.
Sorry for long post but i hope this helps.
As a side note, one time a bull found it way to the pack station stall and I do not know how he got there as the bull will not carry goods.
