There's lots, but not with RTS combat... Do a search for city builder and you'll probably find many...

Farthest Frontier is similar. Also, for a larger scale city builder, there's Kingdoms: Reborn.

Banished: It is a grid-based city builder that emphasizes resource management. Its graphics are very average and there is no combat, but it boasts a huge community and amazing mod support with a vast amount of workshop content.

Settlement Survival: It is a city builder inspired by Banished. It is basically an upgraded version of Banished. It offers much more vanilla content, but its community is not as comparable to Banished's.

Farthest Frontier: It is another city builder inspired by Banished. It is the only one on this list that has combat. However, the combat system is very simple and not comparable to Manor Lord's. It has nice graphics, but it is still in early access and lacks late game content and mod support.

Foundation: It is a non-grid based city builder that is much more casual compared to the other three. It emphasizes design and building rather than management.

Songs of Syx is the most similar title currently, it has TW style combat like this while remaining true to the city builder genre.
Empires and Tribes, very small studio but they still develop content.

A very old game, "Medieval Lords - Build, Defend, Expand" by MonteCristo. Graphics didn't age very well, and the game mechanics weren't quite as deep as Manor Lords, but the overall feel is surprisingly similar.
