Why are all citizens "waiting"
I have designated people to tasks. I have several logs laying around. But even still I see my lumber workers, ox handlers and store workers just "waiting" or "procrastrinating". What am I doing wrong?

I got the same problem. I dont know what to do. Different work area doesnt make any difference. How many workers i assign to any place doesnt help either.

They may need an 'Emergency Boop", found under Settings. It's an early demo bug. Also if storage gets full anywhere, especially the market, then nothing gets moved around.

I had a similar issue with my lumber camps.. I had 3 and all the workers were either waiting or procrastinating.. my theory is that a worker "checks" for trees within a set radius of the workplace and if he cant see any he waits.. even if the trees are just outside the set radius.. i may be completely wrong about this but i would try putting the tree planter right next to the lumber camp and see if they still wait once there is fully grown trees right next to it.

Having the same issue. I wonder if this is it. Also, I noticed the ox was stuck so used the ox debug option in the settings and started to get more wood.

My problem is that workers do go and cut down trees. And thats it. No one goes to pick the lumber while the workers just wait or procastinate after cutting down a cetain numbers of trees. When it comes to market, i never get to build it, since i never got logs to build anything.

I recently had this and moved the entire logging camp to a new location and selected an area for harvest. It worked best when I moved it across the town from starting location. It did happen again and when i assigned a new location, the loggers seemed to start again.

The logging camp workers wait for the ox to transport the log(s). If you have only 1 and you build something the ox is hauling for the construction site first.
This bug where all Citizens just do idle animation after some time, i had too.

@NewSyberia I'm having this problem, my citizens are freezing to death and I have a logging camp with 28/28 storage. Nobody is taking it anywhere (I have free workers) and I don't see any "emergency boop" in settings or elsewhere. I also have a sawpit that has 1/1 log and when I reassigned the worker elsewhere (after all my logs getting converted to planks before I wanted them to be), that may have stopped the flow of logs. Not sure.

Where did you even find such setting? It's nowhere to be found.

What worked for me:
Take you lord in visit mode and walk upon a house. When I hit the door, it opened and everybody startet to stream out from their homes...

A day late here, but just to point out....

No one uses logs for heating. If all you have is a logging camp and a sawpit, everyone is gonna freeze. Firewood is it's own dedicated production building.

You need to disband the Army units. Because the father of the household is among the warriors, the household does not do business, waiting for their father to return from the war
