yeah i have a trading post and tax collector, i have over 300 gold/coin in the treasury but i can only built the veggy garden

It might depend on the size of the garden, I had a few that could build them and a few that couldn't. Pretty sure the ones that could had a larger garden. Need to make the plot nice and big.

is it a level 2 house

yeah thats it, i increased to 2 traders and 2 walking traders and suddenly i sold some leather so i had over 100 coins

I had the largest gardens I could make but it only let me grow veg in one of them
