Getting around 150 fps but getting stuttering

So a mobile quad core (albeit with SMT) and slow RAM, that's not a high end PC by any stretch.

Disable Gsync/Vsync, and limit your framerate to 60FPS for now. See if that alleviates the stutter.

Other than that, check CPU, GPU, and disk usage, see if you spot any bottleneck.

no bottlenecks at all. already tried to cap the framerate but saw no difference. My refresh rate is also 144hz so yea I was not going to use the 60 cap anyway.
Maybe the pc is not the top, but definetly passes the requirements specs. So yes, in this case I can define it as a high end pc since I can run it perfectly, despite these issues.

It is best to just post them specs instead of vague claims precisely because your definition differs from the actual position of said hardware in the marketplace, it would avoid me asking and you replying in this manner :3

Is there any specific event observable in-game that could cause it ? (firing VFX/SFX, animation, etc.).
Periodic stutter regardless of what is happening is usually HW/bottleneck issue, while event driven stutter is usually game-related issue.

No, nothing in particular. However, issues like this usually occures on older games as well, like any game built on the Source Engine for example. It just happens randomly no matter the situation, tried various GPU drivers as well but nothing changed

Source is heavily CPU bound if left uncapped by framerate so that might be the issue there.

Might be caused by specific settings, combination there of or some OS related issue (Win 10 game mode, or Xbox DVR, etc.)

I had really heavy stuttering with a Ryzen 2600X, RTX 3060 and 16 GB ram 2933.

Not the fastest ram I know, but the performance was abysmal still compared to other games.

don't know where to put my hands on tbh, Game Mode and DVR have been already turned off

I'm getting heavy stuttering too using an AMD Ryzen 9 3900X, Nvidia 2080ti, 32g ram at 3000MHz. The game is even installed on a decent SSD. I've capped the frame rate and put the game to the lowest settings. It stutters all the same...
Even when on the start screen, i can see the moving background image stuttering. but the UI and options menus all run smoothly.
In game it stutters every 2 or 3 seconds regardless of what I'm doing.
The only other game I have ever had micro-stutters on is ARMA 3.

One more thing that comes to me mind is that some games have incorrectly set up polling for USB devices like controllers, causing massive periodical game thread stall, resulting in a stutter.

So if you have any controllers, or other USB devices plugged in, try to unplug them for the time being.
