Incorrect, there actually isn't any co-op at all, it's just simultaneous single players.
All the maps are pretty interesting in their design. An appartement building, a residence, an hotel, a boat, a plane... All very memorable and fun. All but that one with only one enemy and two hostages...
Anyway! You raid these locations, Blast doors open, loo for traps, shout at terrorists to make them comply and try to arrest them, shoot the ones that are a threat and shooting at you, save hostages, eliminate targets, retreive intels, defuse bombs. Fun stuff.
I played quite a lot of SWAT3, great classic, and even though this game doesn't have bots to command around (yet?) and is based on online multiplayer to have a squad, the game, even though it being pretty hard, can be played solo for sure. You'll just understand soon that you want more people just to cover more ground, even more with the later levels you unlock, which are pretty big. So the game pushes you pretty naturally to look for other people. But you can absolutely play solo.
Other than in the first map, Terror House, where every new player goes for and where older players knew there was always players there, it was kinda hard to look for people to play with in other maps because people had to select that specific map and hope to join a lobby with someone or wait for someone that is looking for that specific map.
With the last update, there's now a Server Browser where you can see lobbies which makes it a lot easier to find other people. If you end up wanting a helping hand.
The game balance for SP isn't there and you can't have a shield and fire from the side which makes it near impossible to clear a map.
You haven't truly lived until you've finally managed to attain 100/100 solo on Paradise City for both Hardcore & Regular. Like me.
While I'd love to have at least 1 bot to follow me around, it's more than doable if you play prudently enough. It's the same rules as CoOp, so all it changes is how many times you're allowed to ♥♥♥♥ up before the mission fails. Enemies don't seem to flank too often or even roam that much apart from like a couple of them each level.
Do keep in mind that the AI is sneaky as ♥♥♥♥ and sometimes will even be prone under a ♥♥♥♥♥♥♥ bed, just waiting for you to walk in
Is there access for any mission, for any campaign, for everything there is, or is that only available with real players / mp?
Is it possible to play an empty lobby with pve?

You can play every mission in the game by yourself. I'm pretty sure there's even a few maps that are exclusive for PvE. They also added squad AI, but I haven't played the game since they added it so I can't comment on that.

Exclusive pve means Co-op or solo vs bots, I guess?
Squad AI, does that mean, they are always acting independently (or as long as you don't give them orders)?
