B. You are supposed to send trade ships to them and they pay you tributes.
C. Because they are Minor Races they do not have nor can they research high technology to build starbases or ships to protect themselves.
D. They are a bonus in the fact that you can economically trade with them and receive tributes.
What you are asking for changes their purpose and puts them on the same level as major races. They are fodder and that's why they're optional as NPCs.
I'm going to disagree with your proposal because this is not what they are intended for due to them being optional NPCs.
If you would like races that are more challenging I suggest you start adding more custom races made by you or others that have the same abilities as the major races.
It would be cool though if they colonized their own star system fully and had full control over the hexes of that star system. Space empires franchise is the only one that made minor races a fight worth wanting. Currently they're just an extra trade partner or conquest target.
That is what mino civs should be modeled on.
