So, perhaps this lack of response is that nobody else has noticed anything either and is not sure it's actually implemented.
So add cybernetics + fertile and you gain access to the feature when you research Cybernetics at the end of a decently large tech line.
Devs are aware of one feature requiring two abilities and will look into it.

Yeah those 2 definitely don't seem like they belong together.
The Borg are many things, but Fertile ain't one of them (Seven of of Nine Rule 34 imagery notwithstanding).

Also there is about 45 abilities and the majority of the player base uses about 10 of them so pretty easy with all of the and reordering for something to be lost.
In the meantime you'll at least be able to check it out.
Sure, I wasn't ever implying anything concerning the devs. Just making light of it.
That being said, that's an interesting statistic. I wonder if it's because those 10 abilities are perceived as the most interesting or as the most powerful.
