There is a major flaw in the Bank of Panama Mission. If you inadvertently stop Paco from repairing the electronic lock on the door of the Treasurer's Office in close proximity to the vault room doors, you will not be able to authorize access to the vault from that location as there is no other way to gain access to that room. You must gain access from 3 locations or the doors to both the vault and the safety deposit boxes will not unlock. The Mission should end at that point. Anyone else have this issue....

There's 2 ways into said office, and they depend on the route you take to complete your objectives. It's been years since I explored all route options to the 2 entry points, (they're numerous) so won't go into them.

With a couple of the routes, to the target office you're required to disable the bank's cameras, unlock entry points into the building and one of them to disable a ceiling fan.

1 of the many entry options requires you to leave Paco alone so that he unknowingly provides you with the access code to said office.

The route I have used for yrs, (seems to me to be the most linear) requires none of the above mentioned requirements, but it does require max clever and patient ghosting maneuvers in its path into, through and out of the bank to completion.
