Report a translation problem
It seems to work well for those who've tried it so far. Be sure to follow the setup instructions exactly (including resetting joystick controls after installing it, and turning the controller on before starting the game).
Everything should be auto-configured. Black/white are mapped to the bumpers.
1) Open scfix_0_1.zip, select all four files, and press Copy.
2) Right-click the game in your Steam library and choose Properties.
3) Go to the Local Files tab and press "Browse Local Files".
4) You might have been taken directly to the "System" subfolder, but if not, go there now.
5) Paste the files you copied earlier. Say yes when prompted whether to overwrite certain files.
6) Power on your xbox controller (assuming it's wireless and isn't connected by USB).
7) Start the game. Go to Settings, Joystick, Default.
The game should now work with the correct controls. Any issues, just let me know.

OK, I went to the Steam Library,/CT/properties/local files/browse local files/system/
I have 2 items names splinter cell, both have the SC headgear icon.
1 is Splinter cell and the other is Splinter cell 3, neither have an .exe to their right.
Splinter cell has [icon] as "TYPE"
Splinter cell 3 has [application] as "TYPE", is SC 3 [application] the target .exe you speak of?

So my new xbox 1 controller came in, my S.I.L. offered his assistance in setting it up, (he's considerably more adept than myself). I showed him the zip you suggested but, he said, (no offense intended) I don't know this guy, I use XPadder. However this didn't work for some reason and he ended up with "Joy To Key", which for the most part works well.
My issues are this I've never used anything but the original Xbox controller and the PS1 and 2 controllers with their consoles. The new Xbox 1 and 360 controllers moved the 2 lower right side buttons to above the triggers and I keep accidentally hitting them when thrashing about
2ndly The xbox controller when paused was pressed "Quick Save" would also appear, it doesn't with the steam version which tethers me to the keyboard.

A quick disassembly of my DLL will prove that it doesn't do anything malicious, but of course that only helps if you can get a programmer who you trust to do that analysis for you. Which is probably too much effort to get an old game running. :)
I hate configuring programs like those and wanted a simple solution that made the game behave exactly like the original xbox (or rather 360) controls, with no third party tools running in the background. It sounds like it's working acceptably for you though

Just to make sure I follow correctly- the issue is that when you pause the game (by any method), you still need to reach over to the keyboard/mouse to navigate the save menu? I actually /can/ browse the save menu with a gamepad using my fix, although it's a bit clunky and there's no separate "quick" save option.
Also the game does allow you to map gamepad buttons to quicksave and quickload, but there aren't really any spare buttons for that on a normal controller.
Frankly what I've noticed so far is that there're some considerable differences between the PC and Xbox versions of the game. I've been playing expert mode on the X since spring of 06.
For example, in the X box version, island, 2 BGs talking on the ground, (No one will get by me sir), The NPC saying that turns and begins to walk away unencumbered I breeze into the room for the PC and hear them talk about a wet T shirt contest.
In the steam PC version the same NPC is forced to stop by the other NPC and in that moment if you begin to move he screams and they fire on you. If you wait for him to begin moving again you have 4 secs to get into the room without breaching the ambient noise level, "Not possible".
There's many more throughout the game that force added distractions I didn't have in the x version I'm sad!
