Bug or rule that I don't know about? Please help
The player before me made a pon out of my discard, then discarded a tile that I needed to call a Ron, but I could not select it... is it normal?

Two things:

1) If you EVER discarded a tile in that round that would complete your hand, you are automatically Furiten and can only go out by self-draw. For instance, if you had two waits - say, a 1-bamboo and a 4-bamboo - and you had discarded a 4-bamboo at any point during that hand, you're furiten and thus cannot go out on another player's discarded 1-bamboo in that round. Changing your hand so that no tiles that you discarded would complete your hand will take you out of Furiten status.
(The Furiten rule is probably the one that stings new players the most, as it doesn't matter if the discarded tile would've made a valid hand - it would complete your hand [even if it is invalid due to lack of Yaku], and thus puts you in Furiten)

2) If you made a declared meld (other than concealed Kong), your hand is now "Open", and thus has a more restricted set of Yaku that are valid.

Hard to say for sure without being able to see your hand but it might be that you didn't have a hand that you could win off of. In order for a hand to win it must have some value beyond simply four sets and a pair. Things like having called riichi or a specific hand combination like pinfu.
