It took me like two minutes to make my kid her own custom tags and import them into the game.
I'd at least try it, since it doesn't seem like this feature is coming to the game.
Something to keep in mind is that custom art tools in games have grown with time and advances in consoles so even an official one would probably have been more feature rich than what was in the Jet Set Radio games. Self imposed limitations never have to change, though.
