Shine's winter outfit

I'm assuming it's in the mall somewhere, but I've spent all night going over it with a fine tooth comb and can't find it anywhere... am I looking in the right area at least?

It's actually in Pyramid Island, on the same platform Devil Theory challenges you to do some half-pipe combos, there are some rails in the shape of squares with holes in the middle, above those there is an upside-down rail that curves up, from that rail jump to the platforms in the middle to find the outfit ;)
