[Solved] Unreachable billboard in Brink Terminal

I've finished the story and am now clearing out all the maps but there's one spot in Brink Terminal that appears totally unreachable. The marker for it doesn't even appear on the map.

It's on the building that occupies its own small street block with a dance spot right across the street and a T-shaped path that goes through it. I think the nearest exit leads to Millennium Square.
You can get on the first level of the building where there's a spot to tag but there's no way to climb higher than that. Didn't see any red spinny hydrant there either.

I've even tried getting the heat to max and lured those walking tanks near the building to climb them. With the right angle it might be possible to get close enough.

On the other hand, maybe this one is bugged as it doesn't appear on the map.

EDIT: There's also an outfit on the other end of the roof, so there has to be some way to get up there.

Go to the top of the building where you meet eclipse. Jump off towards the star advert, I think it is. It's to the left of the billboard. Land on top of it, and then jump off, boost over to the billboard. To get the clothes, just jump around the ledge until you get to the other side.

That's it! Was trying exactly that as you posted. With a nice boost jump it's easily reachable from up there. I jumped to the roof across the street and then to the building's roof first to grab the outfit and then climbed the angle pipe and awkwardly jumped around the billboard to.

I thought this was a bug, I got the brink terminal achievement without doing this one, I just went back to grab it alongside the clothing.

It has to be a bug. It resets when you leave the area, as if you never sprayed it.

After getting the clothes and climbing the pipe, you can also just slide under the billboard to get to the other side instead of jumping around the side. You just gotta be careful not to slide past the spot to spray.
