Report a translation problem
I've been at it for well over an hour, going back and forth between Millenium Square and the hideout to swap out characters so I can replace all my S-sized graffitis (because I'd painted all of them with Red at the start of the game and they're character-locked), I'm SURE I've repainted over all the other bigger graffitis with unique ones and nothing's popping up yet. No amount of restarts fixes it either.
So I went back and did it again, switching through all my characters (needed to go out and unlock some extras to even have enough unique ones for the hideout, guess the DLC would've given me an advantage here), to RE-repaint over all the S-sized ones and remove the old Red graffitis, and it's still not popping up. Unless the "duplicate" of painting the same S-graffiti over itself also counts as a duplicate.

Just got the achievement. confirmed that the ones you're painting over do NOT count as duplicates.
Apparently once counted fully it's, in total:
-10 S
-4 M
-8 L
-3 XL
It kinda sucks that it's there (since the map doesn't show already-painted spots) but I wasn't seeing the one single S-sized graffiti that's on the outer side of the staircase that leads up to the center tower, facing the wall.
I had all the others (including the hidden L size in the room behind the couch), but replacing that one with a different character's did the trick.
I know I'm not missing any, I've followed 100% walkthroughs to make sure I hit every graffiti spot I've already hit in both locations without missing any.
In the Hideout, I've double-sprayed everything to even make sure the old ones underneath aren't duplicated.
Is this bugged or do I need to go over EVERY spray in Millennium Square a second time to eradicate old duplicate sprays underneath?
Ok, so I've finally gotten this achievement by painting over every spot in Millennium Square with new sprays. The achievement IS bugged (I've spent days going over Millennium Square and making sure I had no duplicates), but I'm not quite sure what the bug is.
I was totally unable to get the achievement from the Hideout, no matter how many times I sprayed over everything.
What I THINK was causing the bug for me, was I think that the Graffiti spots that disappear after you spray it while doing VS challenges (like the Heaven Spot in Millennium Square that you access by challenging the Franks) also need to be unique? But since these spots disappear, it's impossible to tell what's duplicated.
I could be completely off on this solution, though. But regardless, it IS definitely bugged in some way.
