I have no idea how to finish this map off. I have looked in every single part and collected everything but it still says I can't finish it. I'm starting to think that character event happens back here later in the story and it wont let me finish it until that happens. I already Maxed out Versum Hill. Im trying to max out each location in order but I think that's not possible. lol

Having the same exact problem and I'm also trying not to move on before 100% an area, but I think I'm gonna move on for now until someone explains what's up

Did you hit the art gallery? To get there, you have to take a secret path from Brink Terminal.
