What are the conditions to unlock the graffiti maps?

I was exploring the Versum Hill area after capturing it and randomly came across an item that showed me all the graffiti in that area in the map.

I went to the same location where I found that item in another save slot without capturing that area (cause I wanted a screenshot of the item) However, that item was not there in that 2nd save slot.

I'd like to know what are the condtions to make that item appear. And does that appear for other maps as well?

I believe you have to beat the gang of that area.

I've beaten Eclipse And do not have a map for their area. And what about the hideout and Millennium Square where no one rival is in control?

Hideout doesn't have a map. And since it's a small stage, all the graffiti except a hidden one can be found easily.

Millenium square map can be found once you defeat the Eclipse crew members that you find there the first time.

Nevermind, I was wrong. The map for the Hideout is unlocked after you finish the game. Apologies for that.

You need to speak to Tryce after beating the game to get the Hideout map.
