Avoid clicking "Create new account via Steam, because you'll be just linking and making another Steam-created account. If you accidentally made a new one, you'll need do what you did before -- add an email login and pw to that RS account, then unlinking it again from your Steam account.
Tip: An email login/username doesn't have to be real at this point, you just need the format (____@somethingmail.com) Afterwards, adding email verification to your account needs a real email.
If you want to log in via RL or mobile, use the email/log in username and pw of the RS account.

yes but when i went to the unlink screen it didnt let me register an email, i also seen something say that when you go to unlink it will say error if you havent registered an email so i just unlinked it and now the email from my steam account DOES NOT work to sign into osrs at all so im stuck like ive tried signing in with the email or username it just doesnt work
You can't go to the un-link screen at the moment, Jagex is having issues server-side so people are unable to login to the game or access their account settings. You'll need to wait until further notice and things are up and running.
