Considering you can't hire thousands of employees (not enough space for them even in the Giant Warehouse) then that question should be a self-answering one.
Legendary can be beaten with around a hundred employees total. If that sounds like a heart-wrecking quantity of entities to have running around your map, then yes, Legendary remains "unbeatable." Otherwise, focus, planning, knowledge of game mechanics, and knowing the game's not meant to be a "One Dude Making Games Simulator" will get you through Legendary.
Or you could use Sandbox with the 500% work speed option, it's possible (not easy, not fun, possible) to get to 2000+ in Legendary with less than thirty employees (or a dozen more if you want to "do everything," as consoles can take too long to develop otherwise,) using that option alone.

It's clearly not unbeatable.
