My console's don't have internet capability? Bug maybe?

In 1994 I have tech 4 level console I can create, but I don't have the ability to make it internet ready. Is there something I'm missing?

Ahh dangit, nevermind, I found the problem. It doesn't seem to allow you to make a "revision" with internet capability, has to be a new console.
