I've been modding this game myself since early 2021. "Mod support" is a nicer way of saying "crutch" IMO. No game ever needed mod support to be mod-able, it was just a matter of users figuring things out, and other users figuring out where to search for mods.
Right click the game in Steam and click properties > local files > browse, then open Mad Games Tycoon 2_Data then Extern, all the files you want to modify should be in there. All the mods you download from the forum will overwrite either Mad Games Tycoon 2_Data or Extern, so they will need to be placed in the same location as those folders. But the game gets updated a lot, so using older mods will likely cause issues.
Most of what you want to modify will be in Extern>Data, and adding things there should be easy to figure out based on the formatting of the other items in the file. However new themes need to be added to Themes_GE in the GE folder and also to the same file in whatever language you want to use.
