Which is better English or Japanese voice acting?
Obvious option for me would be Japanese voice action with english subs but wondering if the other is better quality?

The English dub is Fine. It's about on par with Nioh's and Stranger of Paradise's if you've played either. It likely won't be offensively cringe at any rate.

I always prefer Japanese Voice with English Sub, like Nioh 2 or NieR: Automata. But if the characters always talking during fights, then i might use English Voice, cuz it's hard to read the Sub while fighting.

For Japanese games: always use JP dub. EN dubs for JP games are usually pretty mediocre, and in the rare case its pretty good the original JP still tends to be better.

When it comes to any form of entertainment from Japan, always go with Japanese dub.

For cutscene dialogue/important NPCs, they will speak Japanese regardless of nationality. Alert barks are still in English for English-speaking characters (most noticeable right on the ship at the start) no matter what language you choose.

They speak Japanese and sound like a native, which is kind of weird. Still, 95% of the characters and NPC's you'll interact with are Japanese, so the Japanese VO still feels more authentic, if that's what you're going for.
