Why is this 3 when there isn't a Mcpixel 2?

The Banana Man will simply not show up. I've repeated the level at least 50 times and his chair is always empty. Is this a glitch? Is the chance of him showing up really this rare or am I just having terrible luck? I call 505, I wait, I look at the crowd, nothing. What am I doing wrong? If it's a random chance of the guy showing up, I really gotta question the design choice here......
