There's a lot of issues with the EA app's installation under Steam, especially if you previously had Origin installed.
If not, try this:

EA told me I don't have access, and to buy the game again.
I just refunded, not worth my time, especially based on what I'm seeing on here. Glad I had some issues immediate, and not after I invested my time.
I'd stay away from the Steam release for this one.
Sounds like the same problem, at least... I have bad luck with "repair" and "recovery" options though, especially with launchers and in games with certain DRM... so I don't even bother with them anymore, sometimes it even takes longer than re-downloading, depending on your drives...
...it's all 100% unnecessary of course... doesn't really even prevent piracy which is usually what the million launchers philosophy suggests the hub launcher thingys are for - it makes pirating more convoluted, but it also complicates lots of other stuff. There are a handful of games where I have to bypass such things anyway, to get mods to work - they literally exist to intentionally complicate the entire process...
The launcher can't even install and launch itself. I am not alone. EA is aware and doesn't care.
Actually, they're there for two other primary reasons outside of anti-piracy.
1. To have a storefront for their games where they don't have to pay a second storefront such as Steam a large chunk of the profits. Valve gets a 30% commission from every sale. So, if a game is $60, EA gets $42 and Valve gets $18.
2. To collect game usage data to help develop future titles. So, they need an account + launcher to run those games through to collect that data, especially for non-MP titles. What features do players use the most in a game, what do they avoid using, etc.
