Report a translation problem
Look at it this way. I have Mass Effect Legendary Edition through EA Play. I don't have it through Steam. If I want to install it in Steam, it wants me to join EA Play, which I am already a member of. I cannot install MELE until I do that.
If you don't own it on Steam, you're not playing it through Steam. The closest you'll get is adding your EA App copy to Steam as a non-Steam game and using the Steam overlay.
Edit: It doesn't want you to join EA Play. It just requires you to agree to the EA Play ToS, should you subscribe to EA Play through Steam.
